Musashino City authorities have made apparent the state power-hostile posture to a bicycle and a user from early, such as making into 3000 yen return expense of the "hochi(left)" bicycle "tekkyo(removed)" for the first time in the whole country. Now such a "educational instructor" waring working clothes supports it.

Kichijoji station is where JR Chuo Line and Keio Inogashira Line connect and convenient for access to the direction of Shinjuku and Shibuya, there are also many buses from every direction. Spreading flat geographical feature, demand of bicycle use are much more. This street extending on the north side from the station is the place with much demand of bicycle passing and parking. But Musashino City authorities are absorbed in "counter-measure" and making the place where parking is most demand into the charged bicycle parking with registration, building the gorgeous bicycle parking east from here in the entertainment and amusement trade town with superfluous expense. It shows that the vulgarness of exploitation from the bicycle user and "counter-measure" by Musashino City authorities.

Since the arcade was hung again, exclusive and hostile posture to a bicycle and user has been to escalate in the shopping centre. The signboard which meant disturbance of passing and parking bicycle is conspicuous. The parking of the Mizuho Bank (ex Fuji Bank) Kichijoji branch next to Tokyu Department Store west is diverted to the bicycle parking holiday which the bank is closed. Although this case was introduced as an example which got the "result" with the bicycle "counter measure", since it is where a little distant from the central area, it turns out that it is the exclusion of the bicycle entering to nearby the area and from the landscape of it. Moreover, there is a bicycle parking at the south which the construction costs beyond necessity were spent.

Four department stores concentrate nearby Kichijoji station. In the back side of Tokyu Department Store is the charged bicycle parking from early, and it has excluded the bicycle from the landscape and exploited from a bicycle user. Also Marui, at the south of the station and nearby Inogashira Park, has charged bicycle parking rack. But shopping at the department store, it will become no charge under certain conditions.

Both stores are connected as a matter of fact with the arcade of the shopping centre from the north entrance of Kichijoji station, and in north slippage of the core part of the commercial area. on the north side of Isetan the bicycle arrangement member resides usually, although they attach the name tag of Isetan and wear the uniform which is seemed as if they were store persons concerned, they are not so; dispatched from the Musashino senior manpower center, not as a service to the customer with bicycle, but as "counter measure" like others. The south side of Mitaka station is Mitaka City, but the north is Musashino City. Although there are bicycle parkings using the space of the track side, because of the measure of the ground "preserved in salt" which cannot be sold, builing bicycle parkings, not only make construction costs increase purposely, but also the cost of maintenance and management expense is made to increase, turning the price to citizen including bicycle user, it clears the exploitation system from the prople by Musashino City authorities.
